Charter of Communication University of China

Preface

The predecessor of Communication University of China (CUC) was the Technical Personnel Training Class of the Central Broadcasting Bureau established in 1954. In 1958, Beijing Broadcasting Specialty School was officially established. In 1959, it was renamed Beijing Broadcasting Institute with the approval of the State Council. In 2000, it was transferred from the National Radioand Television Administration to the Ministry of Education for management. In 2001, it was identified as a key construction university under the national 211 Project. In 2002, the East Campus (formerly Beijing Coal Management Cadre Institute) of China University of Mining and Technology (Beijing) was integrated into Beijing Broadcasting Institute. In 2004, it was renamed Communication University of China and in 2017, it was included in the list of the national World-Class Disciplines construction plan.

As a university with industry characteristics, CUC is committed to cultivating high-level talents in the field of information dissemination, contributing to the media industry of the Party and the country as well as economic and social development.

Looking to the future, CUC adheres to connotation development as the main line, reform and innovation as the driving force, quality improvement as the core, and pursues a path of distinctive and high-level university development.


Chapter 1 General Provisions

Article 1 In order to ensure the University operates in accordance with the law and manages autonomously, this Charter is formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China, and other relevant laws, regulations, and rules.

Article 2: “中国传媒大学” (Zhong Guo Chuan Mei Da Xue) is the official Chinese name and “Communication University of China”, with “CUC” as its abbreviation, is the official English name.

Article 3: The registered address of the University is No.1 Dingfuzhuang East Street, Chaoyang District, Beijing, P.R. China. The University website is http://www.cuc.edu.cn .

Article 4: The University is established by the state under the administration of the education administrative department of the State Council. Decisions about the University's division, merger, and termination are made by the State. 

Article 5: The University is a non-profit organization with independent legal status, independently assuming legal responsibilities. The principal is the University's legal representative.

Article 6: The University's sponsor and administrative authorities support the University in operating independently according to laws, regulations, and its charter; they also provide funding and resource support to ensure the conditions of the University, appoint and dismiss principal officials according to relevant regulations, manage and supervisethe University's operations through legislation, planning, and appropriations, and evaluate the running quality and level of the University.

Article 7: The University enjoys autonomy in admissions, personnel, subject and specialty settings, teaching activities, scientific research, social services, institutional settings, and external communication and cooperation according to the law.

Article 8: Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, the Universityfollows the comprehensive leadership of the Party, fully implements the Party's educational policies, adheres to the socialist direction of running schools, roots itself in China while serving the people, serves the governance of the Communist Party of China, consolidates and develops the socialist system with Chinese characteristics, and contributes to reform, opening up, and socialist modernization.


Chapter 2 Positioning and Mission

Article 9: Rooted in media, the University serves the society and is opened to the world, aiming to build a world-renowned high-level communication university and contribute to the great rejuvenation of the Chinese nation.

Article 10: The University adheres to connotative development and distinctive education, upholding the philosophy of pursuing quality wholeheartedly, striving for development unanimously, and prioritizing students in everything.

Article 11: The fundamental task of the University is to cultivate talents with moral integrity, strengthen the political quality and professional ethics of media professionals, and nurture elite talents for the media industry who promote morality and virtue, apply knowledge to practical affairs, possess a strong sense of social responsibility and an international perspective, solid foundation, and strong practical and innovative abilities.

Article 12: The University primarily conducts full-time undergraduate and postgraduate education, while also providing continuing education and other types of education according to social needs, employing online education and other modern distance education methods to provide educational services to society.

Article 13: The University adheres to theeducational philosophy with six dimensions, which include: shaping our souls with Marxism, employing patriotism to strengthen the foundation, humanistic literacy to cultivate, global perspective to expand horizons, special projects to support, and future media to innovate. It follows the educational model of big classroom on campus, big stage in media to promote ideological and political courses alongside professional and practical courses, integrating theoretical teaching, professional practice, and social service to achieve all-around education.

Article 14: Oriented towards serving the national strategy, the University aims to establish a new type of think tank featuring unique Chinese culture and media, providing intellectual support for national and regional economic and social development.

Article 15: The University inherits and promotes the excellent traditional Chinese culture, absorbs and draws on the excellent achievements of human civilization, strives to advance cultural inheritance and innovation, and prosper the development of socialist culture.

Article 16: The University vigorously engages in high-level and wide-range international exchanges and cooperation, promote the internationalization of higher education in media and continuously enhance the level of international education operations.

Article 17: Guided by the Double First-Class initiative, the University strengthens the discipline characteristics of the small and comprehensive information dissemination, pursues the integration of new engineering and new liberal arts, and constructs a multi-disciplinary system centered on journalism, communication arts, information science, and technology, balancing and sustainably developing various disciplines in literature, engineering, arts, and management.
